Trump's Ambitious Prediction on US Oil Funding in Venezuela Faces Industry Doubt.

Industry experts have shown significant skepticism regarding bullish statements that US oil giants will rapidly invest tens of billions of dollars to fix Venezuela's crumbling energy sector.

Requirement of Absolute Protections

Lacking an absolute assurance of complete repayment from the American government, analysts expect global energy giants to move with significant hesitation.

“It seems premature to discuss any potential investments,” an official said this weekend.

The ambitious schedule of less than 18 months was publicly suggested. Nevertheless, realistic assessments indicate a different picture.

A More Realistic Schedule

“Chances are going to take 36 months for any meaningful production bounce,” said an energy analyst.

Experts believe oil companies would likely spend:

  • Initial phase: Securing new government and security contracts.
  • Year two: Investing in reconstruction of equipment.
  • Year three: Being able to significantly ramp up yield.

The result could be an boost of around half a million bpd maybe by the end of the decade.

Appetite Compared to Appetite for Spending

There is a key distinction between companies' curiosity and their willingness to spend substantially.

“In my view their curiosity is an high score, on a range of one to 10. However, their willingness is a mid-range score, because there is no clarity yet.”

Seasoned operators in the country reinforce this sentiment. They believe that companies will politically express enthusiasm while privately moving with great care.

The Colossal Investment Required

The financial investment would be enormous. University estimates suggest that adding between 500,000 and a million bpd would require over $10 billion in capital spending over several years.

Yet, restoring production to historical levels of around 2.5 million bpd could require a massive $80 billion to $90 billion over many more years.

The Pending Issue of Federal Guarantees

The idea of oil giants being compensated by the federal government has been often mentioned. But, formal assurances on such a mechanism have not yet been forthcoming.

Without clarity is the key reason for the industry's reluctance. Operators seek guarantees against nationalization and the risk that a future administration could cancel any promise.

“It is essential to be shielded from sovereign risk, that we’ve seen in Venezuela already.”

Ultimately, while rhetorical confidence runs strong, the practical challenges suggest a journey of slow deliberation for any major financial commitment in the Venezuelan energy industry.
